Pamela Dement-Carpenter

Pamela Dement-Carpenter is an experienced litigation and trial attorney, having practiced law for 15 years. She is currently handling domestic and family law cases, juvenile matters, some criminal cases and general litigation. Ms. Dement-Carpenter is also a trained mediator.

Ms. Dement-Carpenter has a varied legal background. She started her career as an Assistant State’s Attorney in Prince George’s County for several years, where she was appointed Assistant Division Chief of the District Court Division. In the District Court, she handled serious DWI cases, fraud, and all misdemeanor criminal cases. She eventually worked her way up to the Felony Sexual Assault Unit, handling serious child abuse and serious sexual assault cases, including first degree rape. While in the Juvenile Division , she was assigned the most serious sexual assault cases, and prosecuted all types of cases, including attempted murder, robbery with a weapon, 1st degree rape, and hate crimes.

After she left the State’s Attorney’s Office, Ms. Dement-Carpenter practiced law in Southern California for several years, where she represented public safety officers and municipalities, in civil rights matters, contract matters, labor issues, grievance proceedings, bankruptcy cases, and general employment related litigation. Thereafter, she also represented local municipalities and insurers in Northern California in workers’ compensation and employment related matters.

Ms. Dement-Carpenter returned to Maryland, and for six years she was employed as an Associate at Semmes, Bowen & Semmes, where she handled medically complex jury trials, appeals and litigation involving workers’ compensation matters, serious criminal offenses, juvenile matters, and employment litigation, in circuit courts throughout the State of Maryland, in the Maryland Court of Special Appeals and before the Maryland Workers’ Compensation Commission.

Ms. Dement-Carpenter, a native of Maryland, graduated with a B.A. in Political Science from St. Mary’s College of Maryland in 1987, and a J. D. from the Washington College of Law, the American University, 1992. At St. Mary’s College of Maryland, she was nominated by the Faculty to receive an Award of Whos’ Who Among Student’s in American Universities & Colleges in 1986, studied medieval politics abroad at Oxford, in England, in 1986, and researched successful federal legislation and assisted editing caselaw books as a Dean’s Fellow at the American University in 1991.

Prior to attending law school, Ms. Dement-Carpenter was employed as an Assistant on the Special Committee on Investigations under the Select Committee on American Indian Affairs in the United State’s Senate, under Senator Daschle, Senator McCain and Senator Inouye. She also briefly represented embassies and large shipping magnates in international shipping in Washington, D.C.
